Unfortunately, this issue is not confined to state lines. NY S6209 introduced by Senator Bailey prohibits race discrimination based on natural hair or hairstyles, which defines "race" for certain specific purposes to include, but not be limited to, ancestry, color, ethnic group identification, and ethnic background, and to include traits historically associated with race, including but not limited to, hair texture and protective hairstyles and defines "protective hairstyles" to include, but not be limited to, such hairstyles as braids, locks, and twists. Additionally, while anti-discrimination laws presently protect the choice to wear an Afro, Afros are not the only natural presentation of Black hair. “I am pleased that Governor Cuomo has joined Senator Bailey and I to make hair discrimination illegal in the state of New York.” The CROWN Act will prohibit employers and schools from enforcing purportedly “race neutral” grooming policies restricting natural hair styles. “I appreciate the work Senator Mitchell started in California through the introduction of the CROWN ACT,” said Assembly member Tremaine S. “This is an important issue and Dove is proud to be a part of changing the narrative for Black women, girls, and anyone with textured hair.” “We are overjoyed that Governor Cuomo signed The CROWN Act today, joining California into making this legislation law,” said Esi Eggleston Bracey, Executive Vice President and Chief Operating Officer of North America Beauty and Personal Care at Unilever.
